Fabric or aggropan - such materials can partially protect the gazebo or terrace. For example, they will protect them from exposure to sunlight or strong winds, but fabric materials are allowed to pass snow and rain.
Polymer mesh is another way - to close the gazebo with a special fine mesh. Depending on the size of the cell, the mesh can become an obstacle for insects and create shading in the summer. True, shelter under it from moisture will not succeed.
