Rules for turning off gas in MKD

The supplier is obliged, according to paragraph 3 of the same Rules, to comply with the terms of the contract, supplying apartment owners in MKD with natural gas from the gas distribution station or liquefied gas from cylinder installations
Many residents are interested in whether it is possible to refuse to use gas in an apartment if the whole house is connected to the highway. When solving this issue, you will have to contact all authorities - from the management company to the supplier.
Documentary and legal base

It is proposed that instead of appliances operating on gas, install equipment with power supply. They want to make a replacement in all regions, except for places where, for climatic or other reasons, it is impossible to use any other type of fuel.
When else can they turn off the gas?
The gas supply to the apartment can be cut off either at the request of the owner or through his fault. Let's consider both options.
If the owner of the apartment wants to terminate a gas supply contract, and at the same time, the work in all instances is well established, the procedure will not take much time.
It is performed in two stages:
- Collection of documents.
- Dismantling work.
The Gas Supply Rules, paragraph 51, set out the conditions under which the owner of the home, who is also one of the parties to the conclusion of the gas supply contract, can terminate the agreement.
So, to terminate the contract, you will need:
- Full payment for services for the supply of fuel, confirmed by a receipt or check for the last month.
- Receipt for payment of services for disconnecting intra-apartment gas equipment from the general gas network. The work must be performed by the company with which the contract is concluded.
- Dismantling certificate with address, date and signatures of both parties.
It is not always necessary to make a permanent shutdown; sometimes you just need to suspend the fuel supply for a while. This happens if the owner of the apartment leaves home for a long time - for example, to work on a rotational basis or on a business trip abroad.
Overhaul of an apartment with a complete redevelopment, underfloor heating installation, replacement electrical wiring, moving walls in some cases also requires disconnecting the gas main in security reasons
There is also such a phenomenon as the conservation of an apartment - when the owner moves to another city and has not yet decided what to do with the previous housing.
Unfortunately, the fuel is turned off not only of their own free will. Sometimes consumers knowingly or not violate the rules for operating the equipment, in connection with which the supplier company suspends the gas supply, shutting off the pipeline before entering the apartment.
Here are just a few reasons for the interruption of gas supply due to the fault of the consumer:
- Failure to pay - a gas cutoff is legal if there is no money transfer for 2 consecutive months.
- The non-admission of representatives of the service organization to a routine check of equipment or metering devices.
- Violation of the rules for operating equipment - for example, illegal installation of propane cylinders in an apartment.
- The use of equipment that does not meet the technical characteristics or standards set forth in the legal documentation.
If the contract is missing or incorrectly drawn up, the supplier can also cut off the gas. The consumer is notified about the interruption of gas supply 40, and then a second time and 20 days before the shutdown. Without warning, they can block the highway only if an emergency has occurred.
Sometimes, during an inspection or accidentally, a gas leak is detected in the entrance, in the local area or in the apartment. In this case, they can also cut off the fuel supply to the MKD
If the safety of the residents of the house is threatened by the danger associated with faulty equipment, the gas is cut off immediately, without warning, and after the breakdown is eliminated, the whole house is reconnected to the mains.
Shutdown procedure
Suppose that you finally decided to get rid of gas equipment and replace it with electrical equipment, how to refuse the connected gas in an apartment building? First you need to find out which organizations you will have to visit and what documents you need to provide.
Details can be found in the management company or in another organization responsible for paying utility bills. Usually there is a certain procedure established by law.
It is better to start from the territorial site of Gazprom LLC. To terminate the contract, you must submit a written statement the established sample. The collected documents are attached to the application - receipts for payment for gas and for shutdown servicescopies may be needed.

The approval process is fast, and the departure of the team may be delayed - it all depends on how busy the specialists are.
You can disconnect and take out the gas stove yourself, but you cannot carry out work on dismantling the gas pipeline with your own hands, all the more so - do welding work
If you plan to use electrical equipment, we recommend dismantling and the installation of new equipment should be carried out in parallel in order to maintain the conditions for a full-fledged living in apartment.
Remember that according to ZhK RF (Art. 26) and Resolution of the Gorstroy RF No. 170 of 27.09.2003 the installation of household electrical equipment instead of gas equipment is considered to be a reorganization of a living space - an apartment or a house, which means that it is necessary to agree on the replacement in the self-government bodies.
Instruction for owners of private houses
There are many reasons for turning off the gas in private houses, located mostly in villages, summer cottages and cottage settlements. The most common ones are the reconstruction of the house or its transfer from the place of permanent residence to the dacha, which residents visit seasonally.
Consider how to legally refuse gas in a private house. Refusal should be guided by the same Gas Supply Rules, Clause 51. It is necessary to prove that there are no debts in payment, and to turn off the indoor equipment at your own expense.
You need to start in the same way - by writing an application to the gas distribution organization that supplies fuel and maintains the networks. Only specialists have the right to tie-in or dismantle equipment.
Remember that all work on connecting / disconnecting fuel is carried out at the expense of the owner of the house. If you want to perform these procedures frequently, you will have to fork out. Prices differ across the country, therefore, to clarify the cost of events, it is better to contact the regional branch of Gazprom.
The place of trimming is most often chosen after the metering device. Cut the pipe, weld the hole or install the plug - if in the future it is planned to connect again
When connecting the house to the gas main, all work was also carried out at the expense of the owner, therefore any equipment - an aboveground or underground branch of the gas pipeline, pipe outlet to the outside, the wiring will be left in place.
Gas supply resumption procedure
If, for any personal reasons, the owners of the apartment or house want to re-connect the gas home equipment, you must re-write an application to the gas distribution department at the place of registration housing.
A common example: the former owners leave, preserve the house, then sell it, and the new owners want to re-connect to natural gas. They need to submit an application, after which the service organization will prepare invoices for payment.
After payment, representatives of the gas service will go to the site, check the connection conditions, the serviceability of the equipment, and then make a new insert
If the gas capacity of the new owners increases, they will have to change metering device. Usually, after all bills have been paid, connection is made within 5 days - according to Resolution 549, p. 48.
