Which family is considered large?
The most important thing is to immediately determine who fits this category. In most regions, these are families of 3 children dependent parents, but in some constituent entities of the Russian Federation, this bar may be higher.
The status is given with certain conditions:
- The father or mother (adoptive parents) should not be deprived of parental rights or evade raising their offspring in any way;
- At least one parent with whom the children are registered must have Russian citizenship and must not be granted refugee status;
- All children must live together and be registered in the same territory with their parents (at least one of them);
- Each child must be dependent on at least one parent and not be married;
- Up to 3 (and more, depending on the region) children are alive and are not in prison.
At the age of majority of the child, the family most often retains the status of 3 children, even if one or more of them serve in the army, study at a school or other educational institutions.
According to the Decree of the President of the Russian Federation of 05.05.1992 N 431 (ed. from 25.02.2003) "On measures for social support of large families", the regions themselves have the right to establish and to fix the status of the family, depending on national and cultural values and demographic situations. So, in some constituent entities of the Russian Federation, large families are families of 4-5 children
But this is not the case in all regions and the age bracket differs at the local level. The family will have to clarify this point in the department of social protection of the population located in the region at the place of your actual residence, according to the registration.
How to get a large status?

- Certificate of marriage registration (or its dissolution).
- For children in the age bracket, which has the status of majority in different regions (16-18 years old), - confirming certificates from the place of study, from the place of military service.

Gas connection incentives
The social guarantors of all large families common in the country are regulated in accordance with the UP of the Russian Federation of 05.05.1992 N 431. In all other regulations, assistance measures are left to regional discretion.
So in the Federal Law of March 31, 1999 N 69-FZ (ed. 2019) "On gas supply in the Russian Federation", namely in Article 24, it is stated that compensation for low-income citizens and their list by category is determined by individual regulations of the constituent entities of the Russian Federation, that is, by territorial units.
But, again, as already mentioned, help in backbone supply voluntarily standardized and formed in size at the regional level.
In each area where the compensation program is provided, the allocated funds may differ in amounts, as well as the conditions for their provision.
So, for example, in the law of 27.03.2009 No. 259-OZ of the city of Lipetsk and the region, the poor have the right to compensatory assistance in the amount of 50% of the cost of gasification of a private house or apartment for large families families.
In some cities, again, this is a 50% payment, but not exceeding 20-35 thousand rubles. And similar benefits with a difference in the amount of funding are valid in a number of other regions. However, unfortunately, not in all. You can clarify whether there is such support in the subject in which you live, on the website of social protection or in its branch, as well as in the MFC.
Immediately, we note that the discount most often does not apply to the purchase of indoor gas equipment and equipment: boilers, stoves, gas pipes for laying internal branches, shut-off valves, gas hoses for temporary connection, for purchase and installation of gas meters.
If the answer is yes, the family must meet the following criteria:
- To be large, i.e. with a certificate confirming the status;
- Meet the parameters of the poor;
- Own officially registered real estate. The property must be owned by the applicants and built in an area where there is already a gas pipeline or it is planned to put it into operation in the coming year. The applicant must be registered in the property that supplies gas;
- Previously, do not receive assistance in gasification under this article;
- Live in a region that helps large families with gasification of buildings.
It is very important to have a complete package of required documents with you. As a rule, these are originals, copies will be made on site.
The MFC will tell you exactly which documents you need to collect, as well as tell you about other benefits that you can count on. In particular, in some regions, large families can replace gas-using equipment free of charge.
Before applying for state support, it is worth clarifying which documents should be presented in advance, but usually these are:
- An application written according to the form given to you (can be filled out on the spot);
- Identity document of the applicant (passport);
- Birth certificates of all children for whom a certificate of large families has been issued;
- Certificate of a large family;
- Extracts / certificates from the place of study of children, military service by conscription (if they pass and study);
- Certificate of the composition of your family;
- Bank statement (with a report on the family's profitability for 3 months);
- Contracts with organizations on the work performed on gasification and the act of acceptance of work, as well as receipts of payment;
- Bank statement with the applicant's personal account.
A refusal to partially reimburse the funds spent on the benefit can be made if the documents provided are in doubt.
You will also not receive help if you are deprived of the status of large families and for other reasons that violate the procedure for providing state support.
If you do not agree with the decision of the commission, you can appeal it in court. In this case, it is necessary to provide the court with the same package of documents and a written waiver from the social security authorities
Do not expect that the governing bodies will issue you automatic support. This is a common mistake; doing nothing will get you nowhere. Without delay, go in person or call the social security authorities or the MFC to clarify the expediency of collecting documents for gasification compensation.
Gasification support measures
Even if your region has not developed a benefit program for connecting gas to large families, you are entitled to a special discount.
We are watching the Decree of the President of the Russian Federation of May 5, 1992 No. N 431 "On measures for social support of large families", paragraph 1, point "b". It states that families recognized as having many children are entitled to a discount on gas payments.
At the same time, the amount of the discount is established by the self-government bodies, but it cannot be lower than 30%. In some constituent entities of the Russian Federation, for each subsequent child after 3, the discount increases. Again, its exact size should be clarified in social protection.
For example, if you spent 100 cubic meters of gas per month, at a cost of 6 rubles per cubic meter, you have to pay 600 rubles, and then 180 rubles will be returned to your card if the discount is 30%.
The discount provided must be at least 30%. At the same time, please note that it is valid not only when paying for gas, but also for other utilities, both in private houses and in apartments.
In order to qualify for a discount, you must submit the following package of documents to the social security authorities:
- Identity card (usually a passport);
- Certificate of a large family;
- Last paid receipt;
- Application in the form (can be written on the spot);
- Certificates certifying the status of students and serving in the army.
Be careful, the privilege is provided for the number of members of a large family registered in the house and is not issued if there is a debt to pay for gas for any period.
