Starting from 2021, in every house and apartment, it will be necessary to install so-called smart electricity meters. This bill will soon be considered in the second reading, taking into account the adjustments and amendments identified during the first review.
At present, the installation of such meters falls entirely on the shoulders of homeowners or business entities (legal entities, i.e. enterprises, factories, etc.).
But the bill provides for a partial transfer of this procedure to responsible suppliers. That is, service companies will be required to independently and at their own expense replace all old meters for homeowners and small businesses. As for large companies, factories and enterprises, the bill provides for leaving this obligation unchanged. All organizations included in the exclusion list will replace the old metering devices with smart meters independently and at their own expense.
Naturally, the cost of new meters will be included in electricity tariffs, but according to the assurances of the Minister energy, a large increase in payment is not expected, since all prices will directly depend on the level inflation.
It is not yet clear how exactly the procedure for replacing old metering devices with new meters will go. At the moment, the Ministry of Energy, Rosstandart and the Ministry of Industry and Trade are working together on this issue. All proposed procedures will be considered, nuances and problems associated with various factors that, to one degree or another, may affect the correctness of the replacement procedure, will be taken into account.
The final cost of new metering devices is also not yet clear. It will be determined after the adoption of the list of the required set of functions. At the moment, the price ranges from 1,000 to 12,000 rubles.
The bill will stipulate the liability of the obligated person to install new metering devices. If the service company evades its direct responsibilities for replacement, the owner who does not receive the service will receive discounts on electricity payments. The tariffing that was used before the adoption of the bill will be applied. And after 6 months, if the service was not provided, the owner is completely exempted from the obligation payment of electricity until the management company replaces the old meter with a new device accounting.
