What can be gasified?
In order not to waste time collecting documents, immediately consider the points
FZ number 69, regulating which facilities can be gasified. These are houses with people living in them, construction objects that have not yet been commissioned, commercial and industrial buildings.According to PP No. 549 you cannot connect this type of fuel to objects that are non-capital buildings, that is, without a foundation, or to separate apartments in the house. That is, you will not be able to gasify an ordinary barn, market stall, greenhouse, and so on.
Stages of collecting documents
Before you go to draw up the documents, you need to find out who is the owner of the gas pipeline to which you are going to connect. If this is a gas supply company, for example, Gorgaz, you should go to their office, obtain official permission for tie-in into the gas pipeline.
If you live in a rural area, an agreement on a possible tie-in into a gas pipeline must first be carried out with representatives of the local municipality - the village council
The situation is more complicated with individuals or a cooperative. With the registered rights of these persons, you will need permission from them, and preferably notarized. Also, the consent of the main subscriber is attached to the connection application if the planned gas pipeline will pass through his land plot.
Approval usually takes place with the payment of compensation to the owner for the named amount or calculations of costs in accordance with the estimate and design documentation for gasification available to the owners.
After these documents are received, the order of registration looks like this:
- Applying for technical specifications and obtaining them.
- Drawing up project documentation.
- Submission of an application for concluding an agreement on connection to gas distribution networks.
- Registration of an act of readiness to connect to a capital construction project.
- Actual steps to join.

Laws and regulations
In the process of registering gasification of an object, one should be guided by the following laws and regulations:
- RF Resolution of 30.12.2013 N 1314 "On Approval of the Rules for Connection (Technological Connection) of Capital Construction Facilities to Gas Distribution Networks".

Registration of technical conditions
Technical conditions are a special document from the gas supplying organization that regulates the possibility and features of connection to the distribution supply network. On its basis, a gas supply project is being developed.
The paragraphs of the issued technical specifications are determined by the commission on the basis of the throughput capacity of the supplying branch and possible alternative sources of connection.
If the future subscriber does not have information about the body that draws up and approves the technical specifications, he can apply to local governments, which within 5 working days are required to provide this information provide. In small settlements, this is usually a single organization, so there should be no problems with the search.
An application for a TU can be submitted directly at the office of the resource supplier or via the Internet on the site of the GDO of the local branch (be sure to specify the exact address of the organization).
To fill out an application for a technical specification, you will be given a special form in the organization. Be sure to leave and save yourself a second copy of the application, if problems arise or the deadline for issuing a document is delayed, you can appeal the decision of the commission
The applicant provides the following documents to obtain competently drawn up technical specifications for gasification:
- the application itself, drawn up according to the established model;
- a copy of the identity card (passport) of the future subscriber;
- coordination with a tie-in from the owners of the gas pipeline;
- deeds of title to the house;
- documents for projected and not yet commissioned construction objects;
- situational plan;
- documents confirming authority, if a person acts on behalf of another person by agreement or power of attorney;
- executed act on the assignment of capacity (if there is such an agreement).
During the visit, an application is drawn up, which contains various information about the future owner of the gas-water line.
A list of the complete package of documents required for the issuance of technical specifications can also be provided by the resource supplying organization to the network you wish to connect to. Be sure to clarify this point, because requirements may vary
In addition to the standard identification data, this is also the approximate date for the commissioning of the facility, if the application is submitted for object under construction, technical calculation of hourly fuel consumption, data on reconnection (if the network object is changed gas distribution), and in addition, information about the gasification program, if the subscriber participates in it, and certificates of ownership, if the network is being reconstructed.
At the same time, you can also ask in parallel to calculate the payment for technological connection to gas consumption networks. The calculation is made in accordance with methodological guidelines, as well as standardized rates for connecting gas distribution systems.
After submitting the documents, the result will be known within 10 working days.
Refusal to issue technical specifications
If you have received a refusal to issue technical specifications and do not agree with it, you have the right to go to court on the recovery of the damage incurred and the obligation of the gas supplying organization in the development of such document. When applying to the court, in case of dissatisfaction with the reasons for the refusal to issue the TU, be sure to collect all the documents - a statement for the issuance of technical specifications, the collected documentation by agreement and written reasons for the failure of the resource supplying the organization
However, in the case of a motivated refusal, there is also a way out. The applicant can apply to the executive authority for inclusion in the gasification program with technical connectivity. In this case, a copy of your application for the issuance of technical specifications and the refusal to provide them should also be attached to the standard set of documents.
The main reason for the motivated ban may be the impossibility of technological connection of your facility. However, if the restrictions on connections are planned to be eliminated this year, you will still be given a technical specification.
What information does the specification contain?
TUs received by the subscriber contain:
- characteristics and information about the connected object when connected to another gas distribution network;
- data on the hourly gas consumption on the connected branch;
- the time frame for connecting the object;
- the validity period of the issued technical specifications (usually 70 working days);
- connection address;
- materials of the gas main branch into which the tie-in is performed;
- method of laying a gas pipeline in a given area;
- system parameters;
- place for tie-in.
In addition, the TU may also include recommendations for the design of a gas supply system for a specific facility.
We draw up a gas supply project
After drawing up the technical specifications, a gas supply project should be developed. This is an expensive procedure and there are 2 options for its development. You can either contact a resource supplying organization or a private company. The first option is cheaper, the second faster.
If the project is made by a third-party organization, and not a resource supplier, be sure to draw up an agreement with them, check all licenses and read the reviews of their previous clients
Be careful if you want to draw up a project with the help of a private company, it must be a member of self-regulatory organizations and be licensed.
To design a project, you will need:
- the situational plan of the site issued by the local authority;
- the technical specifications you received;
- house plan indicating the location of gas-using equipment;
- gas-using devices planned for installation (passports for them), if they have already been purchased;
- geological research;
- measurements of the distances between structures and communications on the site;
- measurements of premises at the facility.
Again, you should check the full list of documents and necessary research directly with the organization.
Be sure to conclude an agreement with the company involved in the preparation and development of the project, while keeping a copy and original of this document.
The gas supply project includes complex technical calculations for gas consumption for the supply of connected equipment. These surveys are carried out first. Then the specialist will plan the transportation of gas through the site from the tie-in point to the house.
The project is coordinated with the organization that issued the technical specifications. In this case, it is necessary to provide for the possibility of making changes, because in case of refusal, otherwise you will have to completely redo the entire document
In general, the developed plan includes the following information:
- a full-fledged floor plan of a house in a section;
- schematic representation of the network from the point of connection to gas-using devices;
- points of assembly nodal connections;
- expert advice and recommendations;
- materials and equipment.
Often, the approval lasts more than one week and the resource supplying organization can wrap up the development if it does not comply with the current standards and operational features of gasification.
Gas connection agreement
The gas connection agreement is the next stage. It is concluded in accordance with the procedure established by the Civil Code of the Russian Federation.
The application contains the following data:
- Full name of the subscriber.
- Information from the passport (series, number, when and by whom it was issued).
- Postal address and contact telephone number.
- The location of the object.
- All data on the timing of putting the house into operation (if not entered).
- Gas consumption per hour (calculated).
- TU number and date of issue.
An application for registration of gasification can be submitted via the Internet on the site of the GDO, in the MFC, or sent by regular mail. At the same time, if you deliver the application using the post office, you should make an inventory of the attachment.
If you do not know what documents and additional information are needed for a gas contract in your situation, call Gorgaz in advance and specify.
Be careful, the absence of the required documents for concluding a gasification agreement may result in a refusal and return of the application before the remarks made by specialists are corrected.
The term for concluding a contract depends on your distance from the place of connection to the gas duct. So, in 5 days the issue is resolved if the highway passes through your site, 30 days - for subscribers of 2 and 3 categories, 15 days for all other categories. The contract will be drawn up in 2 copies.
The gas pipe is connected after a corresponding application is submitted to Gorgaz. After the pipes are installed in the house and the gas-using equipment is connected, an employee of the resource supply company will go to you, who will check that all technical nuances have been observed.
The procedure takes about a month. During this time, they will check everything, seal metering devices, provide a contract for the supply of gas, will conduct a detailed briefing on safety and the use of equipment, as well as introduce all devices into operation.
What is a collective application?
It's not always as simple as it seems. If the nearest gas main is not capable of receiving new subscribers in terms of capacity or is located more than 200 meters from the house, the cost of a detour and a single connection will be simply exorbitant.
When a collective application is submitted, the costs of technological connection are distributed among the subscribers, thereby the total amount becomes much less
This problem is especially often faced by remote settlements where the general gasification program is not yet operating at all.
In this case, when several objects wish to supply gas for themselves, a request for the development of technical specifications and a connection agreement can be in the form of a collective application for technological connection of gas. It is enough just to unite in a non-profit partnership. In this case, one representative can act on behalf of all residents.
However, the specifics of gasification of a particular constituent entity of the Russian Federation and the package of necessary documents should be coordinated with resource supplying organization, again, it may vary, taking into account the characteristics of the terrain and remoteness gas pipeline.
Subsidies for certain categories of citizens
When carrying out the process of gas supply to a house or apartment, some categories of citizens can count on a little help from the state.
However, at the general level, not a single subsidy is officially fixed. The regional authorities of individual subjects of the country themselves set the amount of assistance to the poor, large families, the disabled, and so on.
Most often, discounts on gas connection apply to veterans, pensioners, low-income people, large families, and disabled people. Unfortunately, such assistance is not possible in every city, but only in those where it is established at the legislative level.
Help in some cases is very substantial. For example, in Lipetsk, low-income families can count on 50% assistance to compensate for the costs of connecting blue fuel.
Therefore, be sure to check with the social security authorities of your city what support measures are in effect in your region.
